Pakistan’s High Powered Selection Board is expected to meet in early August to consider long-pending Grade 22 promotions for senior civil servants after a 15-month delay.
Pakistan’s long-delayed promotion process for senior civil servants could finally resume in early August as the High Powered Selection Board (HPSB) is expected to convene for the first time in around 15 months.
The board, which reviews promotions from Grade 21 to Grade 22, last met in March 2025. Since then, promotion cases have remained pending, leaving many senior officers waiting for career advancement. Several Grade 21 officers reportedly retired during the delay without receiving an opportunity to be considered for promotion.
Officials familiar with the matter said the Establishment Division has completed all administrative preparations for the meeting. The only remaining requirement is formal approval from the Prime Minister’s Office, which is expected to issue the final authorization in the coming days.
The meeting is expected to be chaired either by the Prime Minister or the Deputy Prime Minister, depending on official arrangements. The board will review service records, performance evaluations, and eligibility criteria before deciding promotion cases.
Officers likely to be considered include eight from the Pakistan Administrative Service (PAS), six from the Police Service of Pakistan (PSP), four from the Secretariat Group, one from the Inland Revenue Service (IRS), and one from the Information Group.
