NCCIA Registers Case Against Senior Journalist Bilal Ghouri Under PECA

NCCIA says the case was registered after reviewing social media content concerning the appointment of NACTA’s national coordinator.

The National Cyber Crime Investigation Agency (NCCIA) has registered a case against senior journalist Muhammad Bilal Ghouri at its Islamabad Cyber Crime Reporting Centre under the Prevention of Electronic Crimes Act (PECA) 2016.

According to FIR No. 143/2026, the case was registered under Sections 20 and 26-A of the PECA Act.

The FIR states that Ghouri uploaded and broadcast material through his social media accounts on Sept. 5, 2026, concerning the appointment of the national coordinator of the National Counter Terrorism Authority (NACTA).

According to the FIR, a post was published on X at 1:22 a.m., while a 16-minute, 6-second video was uploaded on YouTube.

The FIR alleges that the material contained allegations regarding the appointment process of NACTA’s national coordinator and circumstances surrounding it. The content was described in the FIR as allegedly false and misleading.

The NCCIA said the available material contained evidence of an offense punishable under Sections 20 and 26-A of the PECA Act. The agency said the case was subsequently registered with the permission of the competent authority.

The allegations contained in the FIR are subject to legal proceedings and any determination of guilt would be made by the relevant court.
