Fuel Theft, Ghost Workers: CDA Faces Serious Corruption Scandal in Waste Wing

Islamabad: (Raja Israr) Capital Development Authority (CDA) has launched a large-scale investigation into alleged corruption, irregularities, and administrative misconduct within its Solid Waste Management department, raising the possibility of disciplinary action against several officials, including an acting assistant director holding multiple posts.

Officials confirmed that records of a previously halted inquiry have been requisitioned by the Security and Vigilance wing to reassess serious allegations. According to sources, a Grade-16 acting assistant director has remained posted in the same department for 16 to 18 years, allegedly violating CDA’s rotation policy, which limits postings to three years. The prolonged tenure has triggered concerns over transparency and misuse of authority.

The probe also includes accusations of extortion from sanitation workers, manipulation of staff strength to allegedly pocket excess salaries, and fuel theft from sanitation transport vehicles operating across multiple sectors. Poor cleanliness conditions in several areas have reportedly been linked to these alleged practices.

Sources further claimed that a sanitation inspector was previously caught attempting to collect illegal payments from workers, while statements and video evidence allegedly referenced the acting assistant director’s role, prompting deeper investigation.

CDA officials have not issued a formal response, but insiders say strict departmental action, including removal from posts, may follow if the allegations are proven. The inquiry is expected to be finalized after complete records are reviewed.
