Special verification process introduced for first-time applicants until December 2026
ISLAMABAD: The National Database and Registration Authority (NADRA) has launched a new measure enabling individuals to obtain their Computerized National Identity Cards (CNICs) even if they lack a birth certificate. The initiative, valid until December 31, 2026, applies exclusively to first-time applicants and will follow strict verification procedures.
The arrangement, approved under Sections 5(1)(b) and 20 of the NADRA Ordinance, 2000, and Rule 8 of the NADRA NIC Rules, 2002, allows alternative methods for identity confirmation. Applicants must be verifiable through existing NADRA records and undergo biometric verification of registered immediate family members.
Married women over 18 must provide a Nikah Nama and CNIC/NICOP of a parent and spouse, while unmarried women only need a parent’s CNIC/NICOP. Men above 24 require a parent and one sibling’s CNIC/NICOP for eligibility. Biometric checks of at least one parent are mandatory, though exemptions exist if parents or spouse are deceased with records already in NADRA’s database.
Under this special arrangement, normal CNICs will be issued free of charge. Citizens are advised to carefully check all personal details, as once entered into NADRA’s system, they cannot be altered. Eligible individuals should visit their nearest NADRA registration center to apply.
