KP Assembly Parliamentary Committee Says No Legal Room to Extend Local Bodies’ Term

Parliamentary committee in Peshawar recommends legal review of KP Local Government Act 2013 while ruling out extension for elected local representatives.

PESHAWAR: A key parliamentary committee meeting of the Khyber Pakhtunkhwa Assembly was held Tuesday at the Provincial Assembly Secretariat in Peshawar to review matters related to local government representatives.

The meeting was chaired by committee convener and Member of Provincial Assembly Nazir Ahmad Abbasi, while Speaker of the KP Assembly Babar Saleem Swati also attended. The committee had been formed on March 6, 2026, by the speaker to examine issues concerning local bodies in the province.

Several lawmakers participated in the session, including Muhammad Sajjad, Akbar Ayub Khan, Tariq Saeed, Mian Sharafat Ali, Ihtesham Ali, Muhammad Inamullah Khan, Asif Khan, Ahmad Kundi, Sajjadullah, Malik Tariq Awan, Arbab Muhammad Waseem, and Muhammad Nisar.

Representatives from local governments were also present, including Local Councils Association KP President and Mardan Mayor Himayatullah Khan Mayar, association spokesperson and Sarai Naurang Tehsil Council Chairman Azizullah Khan Marwat, Hassan Khel Tehsil Local Government Chairman Hafiz Rehman, and coordinator Intizar Ali Khalil.

After detailed discussions, the committee unanimously concluded that there is no constitutional or legal provision allowing an extension for elected local government representatives once their four-year term ends. The recommendation cited the Constitution of Pakistan and the KP Local Government Act 2013.

The committee also advised reviewing the Local Government Act 2013 to restore district councils and improve the effectiveness of the local governance system, suggesting amendments or fresh legislation if necessary. However, it noted that the provincial government retains the authority to make a final decision on the matter.
