DGPC issues show-cause notices to Jura Energy, Frontier Holdings, and Spud Energy over alleged petroleum rule violations
ISLAMABAD: The Directorate General of Petroleum Concessions (DGPC) has issued show-cause notices to three exploration and production companies for alleged breaches of Pakistan’s petroleum regulations.
Officials told the National Assembly on Thursday that notices were served on July 18, 2025, to Jura Energy Corporation, Frontier Holdings Limited, and Spud Energy Pty Limited under the Pakistan Petroleum (Exploration and Production) Rules of 1986 and 2001. Spud Energy is a subsidiary of Jura Energy in Pakistan.
The proceedings were initiated under multiple provisions of the 1986 and 2001 rules, requiring a formal show-cause process before any licence suspension or revocation. The companies have been asked to submit written explanations and supporting documentation regarding the alleged violations.
The Islamabad High Court had kept the matter pending for six months, and on February 6, 2026, it directed the regulator to ensure all parties are given a fair hearing before taking any action. Licence revocation remains possible but will only occur after the completion of due legal process.
Regulators emphasized that enforcement will follow the existing legal framework, and final decisions will be made based on the companies’ responses and compliance with the law.
