Mohsin Naqvi Says KP Government Backed Out of Key PTI Negotiation Commitments

Interior Minister Mohsin Naqvi says the KP government agreed to key security and counterterrorism commitments but withdrew from them during the final stage of talks.

Interior Minister Mohsin Naqvi said Sunday that the Khyber Pakhtunkhwa government had agreed to sign a written agreement and present a plan for its implementation within 72 hours during negotiations with the Pakistan Tehreek-e-Insaf (PTI), but later backed out of the commitments.

According to Naqvi, the proposed agreement included several measures related to security, counterterrorism and coordination between the provincial government and security institutions.

One of the commitments was to review the Police Act 2026 in view of the need to keep security and law-and-order matters protected from political interference.

The KP government had also agreed to prevent the free movement of militants and the establishment of safe havens for terrorists in the province, Naqvi said.

The proposed commitments included an unequivocal condemnation of the Tehreek-e-Taliban Pakistan (TTP), Tehreek-e-Taliban Afghanistan (TTA) and all other terrorist groups.

Naqvi said the KP government had further agreed to support the national policy on Afghan refugees, including their repatriation and the elimination of Afghan refugee camps in Khyber Pakhtunkhwa.

Another point involved maintaining no contact with the interim Afghan government, while adequate funding was to be provided for counterterrorism operations and the provincial police.

The proposed agreement also required the KP government to assume full provincial responsibility for counterterrorism measures and strengthen cooperation with the armed forces.

Other commitments included decisions concerning counterterrorism in the former Federally Administered Tribal Areas (FATA) and merged districts, as well as implementation of the National Action Plan.

Naqvi said that during the final stage of negotiations last night, the KP government withdrew from these commitments.

He stressed that security matters should not be subjected to political considerations when the province is facing a situation of war.
