Audit findings for fiscal year 2022-23 highlight alleged recruitment violations, procurement losses, banking irregularities and billions of rupees in potential recoveries.
An audit report has identified financial irregularities exceeding Rs222 billion in the Ministry of Communications and its associated departments during fiscal year 2022-23, raising concerns about recruitment practices, procurement procedures, banking transactions and financial management.
The findings include alleged fraud, theft and robbery cases, irregular appointments in Pakistan Postal Services, losses linked to procurement and unauthorised banking arrangements, and transactions conducted through Pakistan Post accounts. The report also identified billions of rupees in potential recoveries across multiple cases.
According to the report, 40 cases involving alleged fraud, theft and robbery accounted for irregularities worth Rs48.8 million. Four recruitment-related cases involved irregularities amounting to Rs2.73 billion.
Pakistan Post recruitment under scrutiny
The report raised concerns over recruitment practices in Pakistan Postal Services. It stated that permission had been granted to fill vacant positions in the department, but 4,252 people were recruited to posts ranging from Basic Pay Scale (BPS) 1 to 15 during the caretaker government’s tenure.
The audit further alleged that 314 individuals were recruited on political grounds in violation of prescribed rules. The findings identify potential breaches of recruitment procedures, although the information provided does not establish whether any disciplinary or legal action has been taken.
Procurement and banking irregularities
Procurement procedures also came under scrutiny, with five cases reportedly causing losses of more than Rs3.26 billion to the national exchequer.
The audit identified another loss of Rs20.85 billion linked to unauthorised administrative arrangements with a commercial bank. However, the available report did not specify the transactions involved, identify the parties responsible or explain how the loss was calculated.
Pakistan Post’s banking operations were also flagged. According to the findings, the department opened more accounts than permitted under the prescribed limit, with transactions worth Rs20 billion conducted through those accounts.
The report highlighted concerns about compliance with financial regulations and the effectiveness of internal controls governing these transactions.
Billions in irregularities and potential recoveries
In another case, the audit identified a loss of Rs492.5 million to the national exchequer. It also pointed to potential recoveries exceeding Rs3.74 billion across 11 separate cases.
The largest category comprised 15 other cases involving financial irregularities exceeding Rs194.54 billion, according to the report.
Taken together, the findings highlight a wide range of financial management concerns across the communications sector during 2022-23. However, audit observations and identified irregularities do not, by themselves, establish criminal wrongdoing or prove that public funds were deliberately misappropriated.
