Islamabad (Hafeez Darwesh) — The Capital Development Authority (CDA) has directed 97 more officers and staff to report to the Human Resource Development (HRD) Directorate. This action has sparked new discussions about whether the move is a real effort to fight corruption or just a regular administrative step.
The order, approved by the Chairman CDA and signed by Deputy Director HRD-II Mian Usman Ud Din, includes employees from several departments like enforcement, estate, engineering, law, and administration.
The people affected are sub–engineers, junior assistants, supervisors, and others, who are told to stop their current jobs immediately and go to HRD.
The decision has caused worry within the CDA. It comes after a similar action a while back when 87 officers and staff were sent to HRD because of suspected corruption and bad behavior. But some says the investigations into those people haven’t really finished yet, which makes people question if this is a serious attempt to clean up the system.
Last year, the Chairman CDA told a parliamentary committee that cases against corrupt officials would be passed to the Federal Investigation Agency (FIA).
However, so far, no such cases have been sent to the FIA.
People from civil society say moving officials or putting them in HRD doesn’t really stop corruption. They believe transparency can’t improve unless top officials who are found guilty are properly investigated and punished through legal steps.
