The simplified tax scheme aims to expand the tax net while reducing compliance burdens and providing registered shopkeepers with specific protections.
The government has introduced a simplified tax scheme aimed at making tax compliance easier for traders and shopkeepers in Karachi, Minister of State for Finance Bilal Azhar Kayani told representatives of the city’s business community.
Under the scheme, registered shopkeepers will pay tax equivalent to 1% of their annual sales, while those enrolled will receive a green registration plate from the Federal Board of Revenue (FBR).
According to Kayani, the green registration plate will provide registered shopkeepers with a significant relief from routine FBR inquiries. He said FBR personnel will not be able to enter a shop displaying the green registration plate for questioning.
Shopkeepers enrolled in the simplified tax scheme will also generally not be subjected to audits, according to the minister.
The measures are intended to encourage more traders to become part of the formal tax system by combining a simplified tax mechanism with specific facilities for participating businesses.
Relief from withholding obligations
Another key provision of the scheme is that participating shopkeepers will not be required to become withholding agents.
Kayani said focal persons from the FBR and representatives of the business community have also been appointed to ensure effective implementation of the scheme. The arrangement is expected to provide traders with a designated channel for raising tax-related questions and seeking guidance.
He further said FBR officials will be available in Karachi for one week every month, during which traders’ representatives and tax authorities can directly discuss taxation-related issues.
The arrangement is particularly relevant during the implementation of the new scheme, as traders will have an established mechanism to communicate their concerns and seek clarification from the relevant authorities.
Expanding the tax net
According to the minister, the primary objective of the simplified tax scheme is to broaden the country’s tax base by bringing more shopkeepers into the tax system.
Under the scheme, participating shopkeepers will pay 1% tax on annual sales, while benefiting from a simplified tax structure and relief related to audits and FBR inquiries.
The government’s approach seeks to combine broader tax registration with a less complicated compliance process for traders. The scheme also provides participating shopkeepers with specific concessions intended to make their interaction with the tax authorities more predictable.
