KP’s new E-Fard service enables biometric-verified citizens to access land records digitally, while a feedback system will monitor revenue service performance.
The Khyber Pakhtunkhwa government has launched an E-Fard portal and digital public feedback system aimed at making land record services faster, more accessible and transparent for citizens.
Chief Minister Khyber Pakhtunkhwa Muhammad Sohail Afridi formally launched the digital services, which are designed to reduce the need for repeated visits to revenue offices to obtain land record documents.
Under the new E-Fard system, citizens can obtain their land record documents from home or through nearby facilitation centres. The service is available through three channels: NADRA e-Sahulat centres, the government’s self-service web portal and the Dastak app.
Only citizens who complete biometric verification through NADRA will be able to download an E-Fard. The biometric requirement is intended to provide a more secure method of accessing land records while reducing manual procedures.
Citizens can pay the E-Fard fee electronically through OneLink and Easypaisa. Once payment is completed, the issued Fard remains available in the user’s account and can be downloaded again when required.
The digital document will also carry a QR code that can be used by citizens and relevant authorities to verify the document online against the central land record database.
Alongside the E-Fard service, the provincial government has introduced a digital public feedback system for revenue services. Citizens who use revenue services will be randomly contacted by telephone to record their experience and level of satisfaction.
Officials said citizen satisfaction will be recorded across four levels. Complaints from dissatisfied citizens will be displayed directly on deputy commissioners’ dashboards, enabling district administrations to identify delays and weaknesses in revenue services.
The feedback will also be used to continuously monitor district-level performance and public satisfaction. Citizen feedback will form an important performance indicator during the monthly meetings of deputy commissioners.
The government plans to encourage districts providing better services while seeking explanations from districts where performance remains weak. The system is intended to give officials a clearer picture of problems citizens face while accessing land and revenue services.
Chief Minister Sohail Afridi said providing easy, transparent and speedy services at citizens’ doorsteps was a priority for the provincial government. He said digital reforms would improve the speed and transparency of land record services and help reduce complaints related to land matters.
The chief minister also appreciated the officials involved in developing and launching the reforms and presented them with certificates of appreciation.
The KP government described the digitalisation of land records as an important step toward modernising public services. The E-Fard portal and feedback mechanism are expected to reduce unnecessary visits to government offices, strengthen service monitoring and improve access to land-related services.
