Peshawar Consumer Court orders Khaadi to refund the bag charge, pay Rs25,000 to the consumer and deposit another Rs25,000 with the government.
PESHAWAR: A consumer court in Peshawar has ordered fashion retailer Khaadi to refund a customer’s Rs30 shopping bag charge and pay Rs25,000 in compensation, while directing the company to deposit another Rs25,000 with the government.
The decision was issued on Sept. 16, 2026, by Consumer Protection Court Judge Nasrullah Khan Gandapur, according to multiple reports published after the ruling.
The case was filed by Shafaq Aamir, who complained that she purchased clothing worth Rs7,000 from Khaadi and was separately charged Rs30 for a shopping bag. Reports on the case state that the purchase took place on Dec. 20, 2025, while the complaint was filed before the consumer court on Feb. 14, 2026.
The court took particular issue with the fact that the shopping bag carried Khaadi’s logo. The judgment reportedly observed that a branded bag not only serves the customer’s purpose of carrying purchased goods but also promotes the retailer’s brand.
The court therefore treated passing the cost of such promotional packaging on to the consumer as an unfair trade practice under the Khyber Pakhtunkhwa Consumers Protection Act, 1997.
Under the order, Khaadi was directed to return the Rs30 charged for the bag, pay Rs25,000 to the complainant as compensation and deposit a further Rs25,000 with the government. The combined amount comes to Rs50,030.
The ruling has drawn attention to the practice of charging customers separately for branded shopping bags. However, the legal effect of such charges can vary depending on the applicable provincial consumer protection and environmental laws. The reported Peshawar ruling concerns the specific case decided under Khyber Pakhtunkhwa law and should not automatically be interpreted as a nationwide prohibition.
The case has also highlighted the importance of keeping purchase receipts when consumers wish to challenge additional charges before the relevant consumer protection forum.
