Federal government orders major changes in the Housing and Works Division and FGEHA leadership, while Grade-18 officer Saad Bin Asad faces a 120-day suspension amid earlier complaints.

The federal government has ordered a major administrative reshuffle in the Housing and Works Division and the Federal Government Employees Housing Authority (FGEHA), transferring the housing secretary, directing the authority’s director general to report to the Establishment Division and suspending a senior officer for 120 days.

According to notifications issued by the Establishment Division on October 30, 2026, Federal Secretary for Housing and Works Captain (retd.) Muhammad Mahmood has been transferred and directed to report to the Establishment Division with immediate effect.

Director General FGEHA Captain (retd.) Muhammad Zafar Iqbal has also been removed from his position following the completion of his three-year tenure. He has been directed to report to the Establishment Division.

Ahsan Ali Manghi Assigned Additional Charge

In another administrative change, Grade-21 officer Ahsan Ali Manghi, currently serving as Special Secretary at the Ministry of Industries and Production, has been assigned the additional charge of Secretary Housing and Works Division.

Manghi will hold the additional responsibility for three months or until a regular appointment is made, whichever comes first.

The changes mark a significant reshuffle in the federal housing sector, which oversees housing-related matters and projects involving government employees and other applicants.

Director Land Suspended for 120 Days

The Establishment Division has also suspended Grade-18 officer Lieutenant (retd.) Saad Bin Asad for an initial period of 120 days under the Civil Servants (Efficiency and Discipline) Rules, 2020.

Saad Bin Asad had previously faced complaints concerning the alleged withholding of more than 100 allotment and possession-related letters for affectees of the F-14 and F-15 sectors.

Earlier reports said affected applicants had accused him of delaying the issuance of Plot Offer Letters (POLs) and Final Allotment Letters (FALs). Some complainants also alleged that money was demanded in exchange for the issuance of documents.

These allegations have not been independently established.

F-14, F-15 Applicants Await Progress

The latest administrative changes are likely to draw attention from FGEHA employees and thousands of applicants and allottees awaiting progress on housing schemes, particularly F-14 and F-15.

The suspension of Saad Bin Asad comes against the backdrop of earlier complaints and departmental proceedings. However, the Establishment Division’s reported notifications cite the completion of the DG’s three-year tenure and do not publicly establish a common reason for all the leadership changes.

The government’s reasons for transferring Muhammad Mahmood and making the other administrative changes have not been officially clarified.

The developments have raised questions about the future administrative direction of FGEHA and whether the reshuffle will lead to progress on pending housing-related matters, including the issuance of allotment and possession documents to affected applicants.
