The Lahore High Court has upheld the Information Commission’s order directing LESCO to provide board meeting minutes related to its chief’s promotion.
LAHORE: The Lahore High Court has dismissed a petition filed by the Lahore Electric Supply Company (LESCO) seeking to halt implementation of an order issued by the Punjab Information Commission regarding access to official records.
Justice Raheel Kamran Sheikh issued a written judgment on LESCO’s petition, ruling that government institutions cannot keep the proceedings of a meeting permanently confidential once a final decision has been made.
The case arose after a citizen sought the minutes of a board meeting concerning the promotion of LESCO Chief Executive Officer Ramzan Butt. The Punjab Information Commission subsequently ordered LESCO to provide the requested minutes related to the promotion.
LESCO challenged the Chief Information Commission’s decision before the Lahore High Court, seeking to prevent its implementation.
In its written decision, the court held that the Chief Information Commission’s order was in accordance with the law. The judgment found no illegality in the commission’s decision and declined to interfere with the order.
The court’s ruling establishes that confidentiality attached to official proceedings cannot necessarily continue indefinitely after a matter has reached a final decision, particularly where access to the record is sought under applicable information laws.
