Lorem Ipsum is simply dummy text of the printing and typesetting industry. Lorem Ipsum has been the industry’s standard dummy text ever since the 1500s, when an unknown printer took a galley of type and scrambled it to make a type specimen book. It has survived not only five centuries, but also the leap into electronic typesetting, remaining essentially unchanged.

It was popularised in the 1960s with the release of Letraset sheets containing Lorem Ipsum passages, and more recently with desktop publishing software like Aldus PageMaker including versions of Lorem Ipsum.

Pakistan’s Federal Government Order No. 1/2026 directs the Khyber Pakhtunkhwa governor to exercise provincial government functions with assistance from an 11-member Advisory Council.

ISLAMABAD, Oct. 11, 2026 — The federal government has issued Federal Government Order No. 1/2026 directing the governor of Khyber Pakhtunkhwa to exercise the functions of the provincial government on behalf of the federal government following a proclamation of emergency in the province.

According to the order issued by the Cabinet Division, the governor will be assisted by an 11-member Advisory Council to carry out his functions under the emergency arrangement.

The document, dated Oct. 11, 2026, states that an emergency proclamation was issued on the same date under Articles 232 and 234 of the Constitution of the Islamic Republic of Pakistan. It cites the constitutional position that the provincial government could not be carried on in accordance with the provisions of the Constitution.

The order refers to Article 232 of the Constitution, under which the federal government may direct the governor to assume control of the provincial government through an order.

Exercising powers under paragraph (c) of clause (2) of Article 232, the federal government directed the governor of Khyber Pakhtunkhwa to perform the functions of the provincial government on its behalf.

The order further states that the governor will be aided and assisted by an Advisory Council while exercising his functions pursuant to the emergency proclamation.

The 11 members named to the Advisory Council for Khyber Pakhtunkhwa are Tariq Mehmood Pasha, Dr. Amir Abdullah, Lt. Gen. (retd.) Nigar Johar, Samar Bilour, Dr. Sarfraz Ali, Amir Javed, Dr. M. Irshad, Kifayat Ullah, Tayyab Qureshi, Osman Saif Ullah Khan and Asif Rafiq.

The document was issued by the Government of Pakistan’s Cabinet Secretariat, Cabinet Division, under reference number 2-2/2026-Min-I. It is marked for publication in the Gazette of Pakistan Extraordinary.

The order sets out the governor’s role and the composition of the Advisory Council under the stated emergency arrangement. However, the provided first page of the three-page document does not contain the complete text of the order, including any further provisions that may appear on the remaining pages.

The development concerns the constitutional and administrative arrangements for governing Khyber Pakhtunkhwa during the declared emergency. The complete order and the accompanying proclamation would be needed to establish the full scope of the measures and their implementation.
