Pakistan Orders Rs 8.69 Million Recovery From PSP Officer After PhD Failure

Lorem Ipsum is simply dummy text of the printing and typesetting industry. Lorem Ipsum has been the industry’s standard dummy text ever since the 1500s, when an unknown printer took a galley of type and scrambled it to make a type specimen book. It has survived not only five centuries, but also the leap into electronic typesetting, remaining essentially unchanged.

It was popularised in the 1960s with the release of Letraset sheets containing Lorem Ipsum passages, and more recently with desktop publishing software like Aldus PageMaker including versions of Lorem Ipsum.

Pakistan’s Establishment Division has ordered the recovery of Rs 8.69 million from PSP officer Nadeem Hussain after he failed to complete his PhD during approved study leave.

The Establishment Division has ordered the recovery of Rs 8,689,890 from Grade-19 Police Service of Pakistan (PSP) officer Nadeem Hussain after he failed to complete his PhD during his approved study leave. The federal government has also converted his leave period into extraordinary leave without pay, according to reports published by ProPakistani and Jang on Oct. 9, 2026.

Government Orders Recovery of Rs 8.69 Million

Hussain was granted study leave from Sept. 1, 2019, to July 19, 2022, to pursue his doctoral degree. However, he did not complete the PhD within the specified period.

The Establishment Division has declared Rs 8,689,890 paid to him during the relevant period recoverable and directed that the amount be deposited into the government treasury under account head C03824, designated for the recovery of overpayments.

Three-Month Deadline for Repayment

According to the reported details of the government notification, the officer has been given three months from its issuance to repay the amount and submit documentary proof of payment to the relevant authorities.

The Government of Balochistan has also been directed to ensure recovery within the stipulated period and inform the Establishment Division about compliance with the order.

The recovery directive has reportedly been placed on Hussain’s personal service file, formally recording the matter in his official employment record.

Study Leave Converted Into Extraordinary Leave

The Establishment Division has retrospectively classified the officer’s leave from Sept. 1, 2019, to July 19, 2022, as extraordinary leave without pay.

The administrative decision links the change in leave status to his failure to complete the required doctoral qualification. The recovery order concerns the financial benefits he received during the period covered by the notification.

The development highlights the financial conditions attached to government employees’ study leave and the potential consequences when an approved academic assignment remains incomplete.

However, the available reports do not establish why Hussain could not complete his PhD, identify the university where he pursued the degree or indicate whether he has challenged the decision.
