Punjab inquiry finds alleged corruption, fake billing and bogus inspections involving more than Rs226 million at Police Training College Chuhng.
LAHORE: A Punjab government inquiry has held DIG Mehboob Aslam Lillah and eight other officials responsible for alleged financial irregularities and embezzlement amounting to Rs226 million at Police Training College (PTC) Chuhng, according to the inquiry report.
Following the findings, the Punjab government has placed Lillah on Officer on Special Duty (OSD) and referred the matter to the Establishment Division in Islamabad for a regular inquiry. The case has also been sent to Anti-Corruption Punjab for criminal proceedings against the officials and a vendor named in the investigation.
The inquiry was ordered by Punjab Chief Minister Maryam Nawaz after an internal audit identified suspected financial irregularities during Lillah’s 32-month tenure as commandant of the training college.
The committee, headed by Punjab Additional Inspector General Investigation Shahzada Sultan, with AIG Rana Masoom as a member, recently finalised its report. It identified alleged corruption, bogus inspections and fake billings across several financial accounts at the college.
According to the report, alleged irregularities were found in more than 12 accounts, including Rs90.7 million provided by the Punjab Enforcement and Regulatory Authority (PERA), Rs20 million allocated for free meals for personnel under training and Rs4.1 million from training aid accounts.
The inquiry said Lillah was the sanctioning authority for the transactions under investigation. It further alleged that the financial misconduct was supported by a paper trail involving purportedly fake inspection reports, entries and other documentation.
Vendor Yasir Ayub was also identified as a key suspect. The report alleges that Ayub exercised significant influence over PTC Lahore and operated through five to six private companies. Some college employees allegedly referred to him as “deputy commandant,” reportedly because of his close association with the college’s senior command.
The inquiry also named DSP Shahid Javed, a senior clerk/accountant and six other PTC employees in connection with alleged corruption, fraud and forgery.
The issue was initially flagged in February 2026 when newly appointed commandant DIG (Retd) Capt. Sohail Chaudhry noticed suspected irregularities in the college’s accounts and recommended an internal audit to the Punjab inspector general of police.
IGP Abdul Kareem subsequently assigned an audit team headed by PHP DIG Raja Faisal, which identified alleged financial discrepancies, including questionable payments and entries.
Chaudhry also approached the Punjab Audit Department for an external audit of the college’s financial records covering the period from fiscal year 2021-22 through 2025-26.
The government has now referred the allegations against Lillah to the Establishment Division for a regular inquiry and directed Anti-Corruption Punjab to initiate criminal proceedings against the nine officials and the vendor.
Authorities are expected to examine the financial trail, verify the delivery of goods and services against submitted bills and determine the role of companies allegedly linked to the vendor.
