PM Shehbaz Sends Advice to President on Emergency in KP Under Articles 232 and 234

Lorem Ipsum is simply dummy text of the printing and typesetting industry. Lorem Ipsum has been the industry’s standard dummy text ever since the 1500s, when an unknown printer took a galley of type and scrambled it to make a type specimen book. It has survived not only five centuries, but also the leap into electronic typesetting, remaining essentially unchanged.

It was popularised in the 1960s with the release of Letraset sheets containing Lorem Ipsum passages, and more recently with desktop publishing software like Aldus PageMaker including versions of Lorem Ipsum.

The federal cabinet reviewed the deteriorating security situation in Khyber Pakhtunkhwa and recommended emergency measures under Articles 232 and 234 of the Constitution

ISLAMABAD: Prime Minister Shehbaz Sharif’s office has sent advice to the Presidency regarding the proposed imposition of an emergency in Khyber Pakhtunkhwa under Articles 232 and 234 of the Constitution, following a federal cabinet meeting on Sunday.

According to a press release issued by the Prime Minister’s Office, the federal cabinet, chaired by Prime Minister Shehbaz Sharif, was briefed on the law and order situation and the deteriorating security environment in the province.

The cabinet conducted a detailed review of the situation, citing worsening law and order and what the press release described as the provincial government’s deliberate disengagement from the fight against terrorism.

Following the review, the cabinet recommended that the prime minister advise President Asif Ali Zardari to exercise his constitutional powers and consider imposing an emergency in Khyber Pakhtunkhwa under Articles 232 and 234.

The Prime Minister’s Office confirmed that the advice had subsequently been forwarded to the Presidency.

The development marks a significant step in the federal government’s response to security concerns in the province. However, the press release does not state that an emergency has been formally imposed. It confirms only that the cabinet made the recommendation and that the advice was sent to the President.

Article 232 of the Constitution deals with the proclamation of an emergency in circumstances including war, external aggression or internal disturbances beyond a provincial government’s capacity to control. Article 234 concerns the failure of constitutional machinery in a province and provides for a separate constitutional process.

The two provisions address distinct circumstances and have different constitutional requirements. The precise legal and administrative implications would depend on the constitutional provision invoked and the subsequent steps taken by the relevant authorities.

The press release, numbered 422/2026, was issued by the Media Wing of the Prime Minister’s Office in Islamabad on Oct. 11, 2026.
