The Capital Development Authority has listed 98 unauthorised housing and agro-farming schemes across Islamabad, warning citizens to verify approvals before purchasing property.
ISLAMABAD: The Capital Development Authority (CDA) has identified 98 illegal housing and agro-farming schemes in Islamabad, warning citizens against purchasing plots or investing in projects that have not obtained the authority’s required approvals and No Objection Certificates (NOCs).
According to the list published on the CDA’s official website, the schemes are spread across several areas of the federal capital, including Lehtrar Road, Simly Dam Road, Kuri Road, Park Road, Islamabad Expressway, Bani Gala and Nilore.
The authority has clarified that the sponsors of these projects have not obtained the necessary approval or NOC from the CDA, despite marketing and selling plots under the names of these housing societies and agro-farming schemes.

CDA explains housing scheme approval requirements
The CDA regulates private housing and farm housing schemes under the CDA Ordinance, 1960, and the ICT (Zoning) Regulations, 1992.
According to the authority, the approval process involves two stages. First, the CDA approves a scheme’s Layout Plan (LOP). After the completion of subsequent formalities, the authority issues an NOC for development.
Sponsors can begin development work and sell plots only after obtaining the required NOC.
The authority’s warning highlights the importance of checking a housing scheme’s legal status before making property-related investments.
Citizens are advised to consult the CDA’s official records and verify the relevant approvals and NOC rather than relying solely on advertisements, marketing campaigns or claims made by property developers.
