Punjab government tables draft legislation to create a dedicated Film City Authority aimed at expanding production, investment, and infrastructure in the entertainment sector.
LAHORE: The Punjab government has taken a major step toward formalizing and expanding the province’s entertainment sector by introducing draft legislation to establish a dedicated Film City Authority.
The proposed Punjab Film City Authority Act 2025 was presented in the Punjab Assembly on Tuesday and subsequently referred to a relevant committee for detailed review. The committee is expected to submit its report within two months before the bill proceeds further in the legislative process.
Under the proposed framework, the Punjab Film City Authority would be created to promote film-making, television drama production, and documentary development. The authority would operate with financial backing from the provincial government and would also receive dedicated funding to support long-term industry growth.
The draft legislation outlines plans for a comprehensive film policy that would include regulatory reforms, licensing mechanisms, and structured operational guidelines for industry stakeholders. A “one-window” facilitation system is also proposed to streamline permits, approvals, and administrative procedures for filmmakers.
In addition, the government aims to attract both domestic and international investment through targeted incentives. The plan includes development of film studios, a dedicated film city, and modern post-production facilities across Punjab to strengthen production capabilities.
The authority would also be tasked with launching training programs to develop new talent in acting, direction, production, and technical fields. Funding mechanisms such as grants and subsidies are also part of the proposed structure to support emerging and established creators.
Beyond industry development, the authority would be responsible for promoting Punjab’s cultural identity, tourism potential, and positive global image through film and media content. It would also serve as a grievance redressal body for industry stakeholders facing operational challenges.
Following committee scrutiny and revisions, the bill will be presented again in the Punjab Assembly for approval. If passed, it will be forwarded to the provincial governor for final assent.
