New U.S. rules replace Duration of Status with a fixed admission period for F-1 students, making program end dates and immigration extensions more important.
New U.S. immigration rules affecting international students, including Pakistani students, on F-1 visas have taken effect, replacing the long-standing Duration of Status system with a fixed period of admission.
Under the final rule issued by the U.S. Department of Homeland Security, effective Sept. 15, 2026, F-1 students will generally be admitted for the duration of their academic program as listed on Form I-20, subject to a maximum period of four years.
Students enrolled in programs that extend beyond four years, or those who need additional time to complete their studies, will have to follow the required immigration procedures to seek an extension before their authorized period expires. Alternatively, they may need to leave the United States and apply for admission again, depending on their circumstances.
The new system does not change the rule allowing F-1 students to enter the United States up to 30 days before the start of their academic program. That additional 30-day period will not count toward the maximum four-year admission period.
After completing their program, F-1 students will continue to receive an additional 30-day period to prepare for departure from the United States.
The key change is that a student’s authorized stay will now be more clearly tied to the academic program and its specified end date. Under the previous Duration of Status system, F-1 students could generally remain in the United States while maintaining their student status, pursuing a full course of study and complying with visa requirements.
Students who need additional time to complete their existing academic program will therefore need to seek an extension before their authorized period ends. Those planning to begin a new academic program or remain in the United States for Optional Practical Training (OPT) or STEM OPT will also need to complete the applicable additional immigration procedures under the new rules.
The changes make it particularly important for international students to monitor the end date of their Form I-20 program and their immigration status. Failure to obtain an appropriate extension or take other required legal action before the authorized period expires could create immigration-related problems.
The rule also affects J-1 exchange visitors and foreign media representatives holding I visas. Under the final rule, the existing Duration of Status framework for these categories is also being replaced by a fixed period of admission. For F and J categories, the fixed admission period will generally be limited to a maximum of four years.
For Pakistani students planning to study in the United States, the changes mean that program duration, Form I-20 dates and timely immigration action will require closer attention, particularly for those expecting to extend their studies, change programs or pursue OPT or STEM OPT after graduation.
